COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
2020 CONSOLIDATED ANNUAL PERFORMANCE & EVALUATION REPORT
Date: August 16, 2021
The Borough of Carlisle is required to make available for public review and comment the activities that it undertakes with its CDBG funds. To that end, the Borough has prepared its Consolidated Annual Performance & Evaluation Report (CAPER) for Program Year 2020 (July 1, 2020 - June 30, 2021). The CAPER’s purpose is to report on the Borough’s progress in achieving the goals and objectives for the CDBG Program outlined in its Five-Year Consolidated Plan, specifically during the program year that ended on June 30, 2021. The CAPER must be submitted to the U.S. Department of Housing & Urban Development on or before September 30, 2021.
The Borough Council will review the 2020 CAPER and receive public comments at its Workshop Meeting at 6:00 p.m. on September 1, 2021. Final action on the CAPER will be taken at the regularly-scheduled Council Meeting on September 9, 2021, at 7:00 p.m. The Borough’s COVID-19 protective measures including holding virtual Workshop and Council Meetings in addition to its regular in-person meetings. Individuals desiring to attend these virtual meetings are to email Borough Secretary Joyce Stone at firstname.lastname@example.org to obtain the required Zoom sign-in registration information. Emails must be received no later than 4:00 p.m. on August 31, 2021, for the virtual Workshop Meeting and September 8, 2021, for the virtual Council Meeting.
From August 17-31, 2021, the draft CAPER and its Executive Summary will be available for public review and comment on the Housing & Redevelopment Authorities of Cumberland County’s (HRACC) website – www.cchra.com – and on the Borough of Carlisle’s website – www.carlislepa.org. A hard copy of the draft CAPER and its Executive Summary will also be available during regular business hours at the Borough of Carlisle offices – 53 W. South St., Carlisle, PA 17013; at HRACC’s offices – 114 N. Hanover St., Carlisle, PA 17013; and in the Reference Section of the Bosler Memorial Library - 158 W. High St., Carlisle, PA 17013 – during its regular hours of operation.
